County of Kern v. Alta Sierra Holistic Exchange Service (2020) 46 Cal.App.5th 82. Represented defendants and appellants in case involving the unconstitutional limitation of the people’s right to referendum by the County of Kern. Watch oral argument here.

City of Brea v. Cloud 9, Inc. (2014) WL 130549. Represented plaintiff and respondent in case involving City’s authority to ban commercial cannabis activity.

Public Agency Representation

Advised school district through redistricting process in compliance with California Voting Rights Act. Represented school district at every step through California Department of Education, Los Angeles County Office of Education, and municipal ballot measure processes and accomplished transition from at-large to district based system.

Represented City of Palmdale from pre-litigation through trial in Jauregui v. City of Palmdale (2014) 226 Cal.App.4th 781, the first case to be tried under the California Voting Rights Act.

First and second chair trial counsel for public agencies in cases involving inverse condemnation, voting rights, code enforcement, breach of contract, and constitutional law issues.

Represented disabled homeowner against HOA in discrimination and harassment action.
